Voice Radio Project:
-The 60-day burn-in period continues with only one minor microwave issue reported.
-Cutover is scheduled for 4 January 2016 with all emergency responders operational on the system scheduled for 21 April 2016
-We are 33 months (87%) into the 38 month Implementation Plan.  About 91% of the project implementation tasks have been completed.  So far we have spent $30.878,545 (69%) of the $45,000,000 total project budget.

New CAD System:
-The CAD has been fully configured.  Configuration continues with the Mobile for Public Safety relating to NCIC and PennDOT.
-Installation continues on the Mobile Data Project.
-The schedule for CAD and Mobile Data is awaiting finalized project schedule with AT&T.  The CAD schedule will be revised once the AT&T schedule is reviewed and approved.

Public Safety Training Campus:
-Preparation continues to release the bid for the firing range construction.
-Last month we hosted 2,621 people at 56 events.
-The Facility was awarded a Fire Industry Equipment Research Organization Honor award.

Voice Radio Project:

-Cutover is scheduled for 4 January 2016 with all emergency responders operational on the system scheduled for 21 April 2016.
-We are 32 months (84%) into the 38 month Implementation Phase.  About 87% of the project implementation tasks have been completed.  So far we have spent $30,860,802 (69%) of the $45,000,000 total project budget.

New CAD System:
-The CAD has been fully configured and is ready for system freeze.  Configuration work continues on open items in Mobile for Public Safety - the majority related to NCIC and PennDOT work.
-Installations have begun on the Mobile Data project.  Network configuration is ongoing.
-The schedule for CAD and Mobile Data is awaiting finalized project schedule with AT&T.  Once a schedule for Mobile Data is finalized we will work with Intergraph to revise the CAD schedule.

Public Safety Training Campus:
-Last month we hosted 2,461 people at 101 events int he Academic Building.  Last month we hosted 16 training session in the Tactical Village for YTD total 66.
-Final construction documents for the Law Enforcement Firing Range are being reviewed by Facilities, DES, and Procurement in preparation to be released for bid.

SE PA Regional Task Force:
-Awaiting Delaware County's signature on FFY2015 grant agreement before funds can be spent.

Voice Radio Project:
-Coverage Acceptance Testing Procedures have concluded with the portable on-street Delivered Audio Quality passing at 99.8%.  The 60-day burn-in period will begin in October.
-Cutover is scheduled for 4 January 2016 with all emergency responders operational on the system scheduled fro 21 April 2016
-We are 31 months (82%) into the 38 month Implementation Phase.  About 87% of the project implementation tasks have been completed.  So far we have spent $30,037,789 (67%) of the $45,000,000 total project budget.

New CAD:
-The CAD has been fully configured and is ready for system freeze.  Configuration work continues on open items for Mobile for Public Safety.
-The County has chosen to utilize a commercial data service for the mobile data network.  This change in direction has caused a delay in the cutover for the CAD system.  The County will replace all vehicle radio modems with a public safety grade commercial data modem.  The County will pay for commercial data service for all County-owned Mobile Data Computers (MDCs).  Agencies will be responsible for commercial data service on all Company-owned MDCs.
-The schedule for CAD and Mobile Data is being developed.

Public Safety Training Campus:
-Last month we hosted 2,457 people at 115 events in the Academic Building.  Last month we hosted 28 training sessions in the Tactical Village for a YTD total of 50.
-The Law Enforcement Firing Range was authorized to be bid.  Construction documents are expected to be finalized the first week of October.  The Federal Transportation Authority conducted a site visit to better understand the timeline of construction and conduct a review of work already completed.

SE PA Regional Task Force:
-The Kennett Consolidated School District received 40 portable radios to assist School District leadership with communication during emergencies and special events.

Voice Radio Project:
-Functional Acceptance Testing has been completed.  All 55 test elements were exactly as expected from the test plan thus confirming that the system infrastructure was installed as specified in the design.  We did find two infrastructure equipment issues, a power supply and a GPS receiver, but both were immediately resolved and the test elements were completed exactly according to plan.  Other minor punch list items include labeling of some cables and aesthetics of shelter buildings
-Coverage Acceptance Testing will take place beginning 1 September and last most of the month.  Cutover is scheduled for 4 January 2016 with all emergency responders operational on the system scheduled by 21 April 2016.
-We are 30 months (79%) into the 38 month Implementation Phase.  About 91% of the project implementation tasks have been completed.  So far we have spent $28,347,676 (63%) of the $45,000,000 total project budget.

-The CAD has been fully configured and is ready for the system freeze.  Intergraph is on-site the first week of September to fully configure Mobile for Public Safety.
-The County has chosen to utilize a commercial data service for the mobile data network.  This change in direction has caused a delay in the cutover for the CAD System.  The County will replace all vehicle radio modems with a public safety grade commercial data modem.  The County will pay for commercial data service on all County-owned Mobile Data Computers (MDCs).  Agencies will be responsible for commercial data service on all company-owned MDCs.
-The schedule for CAD and Mobile Data is awaiting contracting documents with AT&T.  Once a schedule for Mobile Data is finalized we will work with Intergraph to revise the CAD schedule.  While we are waiting for the schedule to be finalized we are developing plans to maintain data in both PRC CAD and Intergraph CAD, as well as how to collect customized fire department responses for inclusion in the Intergraph CAD at cutover.

Public Safety Training Campus:
-Last month we hosted 890 people at 45 events in the Academic Building.  Last month we hosted 12 training sessions in the Tactical Village for a YTD total of 22.
-Manns Woodward expects to have construction bid documents for the Law Enforcement Firing Range completed in September and will be on the Sunshine agenda for October.

Voice Radio Project:
-Site construction activities have been completed at all tower sites
-All of the 27 sites have been fully installed and brought online.  Cutover is scheduled for 1 January 2016 with all emergency responders operational on the system scheduled for 21 April 2016.
-We are 29 months (76%) into the 38 month Implementation Phase.  About 90% of the project implementation tasks have been completed.  So far we have spent $27,149,930 (60%) of the $45,000,000 total project budget.

New CAD Project:
-After resolving the CJIS-compliance issue, another Acceptance Testing took place.  All issues identified were expected.
-Several meetings have taken place to discuss internal project tasks and long-term maintenance of the CAD system.
-Cutover is currently scheduled for November 2015 with final project completion estimated for May 2016.  We are researching an alternative Mobile Data Infrastructure which may result in a schedule change.

Public Safety Training Campus:
-Last month we hosted 476 people at 19 events in the Academic Building.  We hosted 2 training sessions at the Tactical Village for a YTD total of 19.
-The revised site plans have been submitted to both South Coatesville Borough and the Conservation District for approval.  Manns Woodward expects to have construction bid documents completed in September.

Southeastern PA Regional Task Force:
-We have been heavily engaged in planning for the Papal Visit 26-27 September.  Our major concerns are centered around traffic congestion on the major roadways as well as parking and crowd management at the Paoli Train Station, being serviced by SEPTA and Amtrak, and the four additional Amtrak stations.  Working with a majority of the municipalities, a Concept of Operations (ConOps) plan is in the development.

Voice Radio Project
-The legal and financial process has been completed at all 27 sites.  Construction has been completed at 25 sites.  King Ranch and Upper Uwchlan construction is underway.
-Twenty-four of the 27 sites have been fully installed and brought online.  Equipment has been delivered to the Caln site and King Ranch and Upper Uwchlan are awaiting construction completion.  Cutover is scheduled for 1 January 2016 with Final System Acceptance scheduled for 21 April 2016.
-We are 28 months (74%) into the 38 month Implementation Phase.  About 87% of the project implementation tasks have been completed.  So far we have spent $26,997,566 (60%) of the $45,000,000 total project budget.

New CAD System
-Acceptance Testing took place the week of 7 June.  All issues identified were expected.
-After discussions with the PA State Police, it was determined there was a CJIS compliance problem with the Informer interface which allows users to make CLEAN and NCIC inquiries.  There may be impacts to the schedule due to this issue.
-Cutover is scheduled for September 2015 with final project completion estimated for May 2016 although the schedule is being evaluated to account for delays caused by the Informer interface issue.

Public Safety Training Campus
-The fiber installation between the Academic Building and the Tactical Village is complete; IT equipment has been ordered and we should have IT connectivity mid-July.  The plumber is installing piping and pumps for the propane fields.  Pump control panels will arrive this week.  We are still on schedule for late July early August testing of the propane props.
-The civil engineers are finalizing the storm water management design for the Law Enforcement Firing Range.  We anticipate being able to put construction out for bid in September.
-Last month we hosted 594 people at 31 events.

Southeastern PA Regional Task Force
-The new ReadyChesCo emergency notification system was launched. There have been 7,070 enrollments.  If you wish to receive emergency alerts from us go to www.readychesco.org to enroll.

DES urges residents to use caution today



Chester County Department of Emergency Services Urges Residents to use Caution Today
Powerful Storms last evening caused many trees and power lines to come down

West Chester, PA – Officials from the Chester County Department of Emergency Services want residents to use caution when traveling today.  Many roads are closed due to trees and power wires being down and blocking the roads.  Currently there are 150 roads closed throughout Chester County and more than 57,000 people without power.  Officials urge people to stay away from down or arching wires.

PECO is reporting 56,528 residents and business are without power; PPL are reporting 136 customers without power.  MetEd is reporting that no customers without power.  Residents are urged to call their utility company to report power outages and NOT to call 9-1-1;  PECO 1-800-841-4141, PPL 1-800-342-5775, MetED 1-888-544-4877

Also, residents should be aware that Verizon is currently experiencing a service outage in Pennsylvania, New Jersey and Delaware.  Calls made from Verizon cell phones to a landline are receiving a busy signal, this includes calls to 9-1-1.  Calls made from Verizon cell phones will only work when dialing another Verizon cell phone customer. 

In an Emergency, if a Chester County Verizon customer cannot reach 9-1-1 by calling, Text-to-9-1-1 is working.  Officials urge to try calling 9-1-1 first, if unable to reach, then use the Text feature.

Residents are reminded that if they have damage to their property they should contact their municipality to report the damage.  Officials also remind residents when using generators, to keep them at least 15 feet away from any structure and use with adequate ventilation around the unit.

Due to power outages, Chester County Government Offices at 313 W. Market Street and the Justice Center, in West Chester, are closed today.  The Chester County Government Services Center on Westtown Road, West Chester, is opening at 10:30am.
