Reflections on September 11, 2001




On September 11, 2001 I was working as an EMT at Minquas Fire Company No. 2 in Downingtown.  I remember I was in the process of washing an ambulance when my partner came out of the back room and commented a plane had hit the World Trade Center.  Being a New Yorker, I thought well that's unfortunate – thinking it was simply a small commuter plane that got lost in the clouds.  I turned the news on and continued washing the ambulance and then the second plane hit and more planes were missing.  I, like many of you, will never forget this day.  I, like many of you, will never forget the ultimate sacrifice brave Americans made that day. I, like many of you, will never forget the ultimate sacrifice so many of our brave Americans and allies have made every day since September 11, 2001…and continue to make.

I took a moment today to pause and reflect on a number of thoughts and emotions. One of them, from a professional perspective, is what weve managed to accomplish in the past 15 years.  I look at the almost $26M in federal homeland security grant funding Chester County has either directly or indirectly benefited from and I ask myself what have we accomplished?  Have we made a difference?  Are we any better prepared?  The overwhelming answer is: Yes. We’ve accomplished a lot. Weve made and continue to make a difference. We are better prepared.

For one, our relationships with our partners – both within the county borders and out – are much stronger.  Our region played host to two major events thrusting Philadelphia and our region into the spotlight for flawless execution. We were deeply involved in the planning for these events, we had unparalleled information and intelligence exchange, and supported the City in ways we would have never imagined.

I think our emergency responders and the emergency response system is significantly stronger. We have been able to augment our staff within the Chester County Department of Emergency Services to provide the service the emergency responders and citizens deserve and expect. To that point, Chester County became the first local jurisdiction in the Commonwealth of Pennsylvania to achieve full Emergency Management Accreditation status from the Emergency Management Accreditation Program (EMAP), no small feat. The City of Philadelphia is the only other local jurisdiction to achieve the same status.

Our emergency responders have critical tools and critical teams at their disposal. The Automatic License Plate Reader (ALPR) project has helped identify stolen vehicles, lost Alzheimer patients, Amber alert-wanted vehicles, and wanted subjects.  These readers, installed on police cars throughout the southeast Pennsylvania region, scan more than 25,000,000 license plates a year. And specialty teams such as the Chester County Rescue Task Force have significantly enhanced our capabilities in-county and throughout the region.

Thanks to the support of the Chester County Board of Commissioners, we have a state-of-the-art Public Safety Training Facility. The final phase, the indoor Law Enforcement Firing Range, has officially kicked off and work has begun. We now host more than 20,000 emergency responders and community members a year at the Campus.

Our communications capabilities – for emergency responders and the public – have significantly improved. We have just migrated to a new, state-of-the-art Computer Aided Dispatch (CAD) System, Mobile Data System, and Mobile for Public Safety (MPS) System all of which are giant leaps forward in technology and, more importantly, responder safety. We have a new, state-of- the-art radio system providing 99.8% portable, on-street radio coverage.  We are implementing unparalleled levels of interoperability – to the point that once fully implemented a police officer will be able to pursue a criminal across county boundaries and never lose communication with fellow officers or their dispatcher and never having to touch their radio.

The public has benefited through a new public notification system – Ready Chesco – providing timely, accurate, location-specific warnings and advisories. We also now have the ability of altering the public using the Integrated Public Alert Warning System (IPAWS) and Wireless Emergency Alerts (WEA) – pushing life-saving alerts to roadside signs, billboards, and cell phones.

And, finally, we have seen significant benefit from the investments made in the name of homeland security from an all-hazards perspective.  Many of the relationships, training, and equipment obtained were utilized in the February 2014 ice storm. Everything from Traffic Sign Boards obtained for fire police, to shelters and mass care for humans and animals, to the countless volunteers and teams staffing support structures.

With that, thank you to the emergency responders, the military, and their families; thank you to our elected officials; and, thank you to our citizens for all you do every single day. Your sacrifices are not forgotten and do not go unnoticed.

Voice Radio Project:
-Harris is working on clean-up items related to radio programming and install work.  Second touch programming is underway.  Final System Acceptance is expected by the end of October.
-Harris continues to research the root cause of the speaker microphone issue.  Issues with multi-band radio programming are being resolved prior to large-scale deployment
-We are 42 months (91%) into the 46 month Implementation Phase.  About 99% of the project implementation schedule has been completed.  So far we have spent $37,044,354 (86%) of the $45,000,000 total project budget.

New CAD Project:
-Cutover to live operations took place on 23 August, as planned.  While the process was note without challenges, it was an overwhelming success.
-Technical issues and questions should be directed to the Help Desk.  Operational or procedural issues and questions should be directed to the appropriate discipline Deputy Director.  Suggestions for improvement of the product should be given to the Associations.
-Reassessment will take place in October and November so it's important to submit ideas for improvement

Public Safety Training Campus:
-Last month we hosted 1,942 people at 85 events in the Academic Building.  Last month we hosted 15 training sessions in the Tactical Village for a YTD total of 141.
-Facilities hosted a pre-construction meeting with all contractors for the Law Enforcement Firing Range.  The notice to proceed will be issued on 6 September.  The project schedule is 14 months from notice to proceed.

SE PA Regional Task Force:
The Octorara School District received 28 cylindrical concrete bollards for installing at various buildings to improve safety.

Voice Radio Project:
-Harris crews have completed all mobile radio installs and all control station installs.  EF Johnson decommissioning is complete.  Harris is working on clean-up items related to radio programming and install work.  Final System Acceptance is expected by the end of the year.

-We are 41 months (89%) into the 46 month Implementation Phase.  About 99% of the project implementation schedule has been completed.  So far we have spent $36,761,838 (82%) of the $45,000,000 total project budget.

New CAD System:
-User training is on-going, be sure to sign up (destraining.chesco.org) A majority of fire stations have not submitted the necessary information for station printing to be set up.
-Installation for the Mobile Data project are ongoing.  So far 533 of 555 (96%) have been installed.  MPS is being installed by County staff.  Mobile Data routers are being activated in advance of the MPS install, including agency-owned units.
-CAD and Mobile Data Cutover will take place on 23 August 2016 at 10AM.

Public Safety Training Campus:
-Last month we hosted 2,487 people at 84 events in the Academic Building.  Last month we hosted 19 training sessions in the Tactical Village for a YTD total of 116
-A recommendation to award bids for construction of the Law Enforcement Firing Range has been sent to the Commissioners for their consideration at the July 12 Sunshine and July 14 Commissioners meetings. The original anticipated cost for construction was $9.7M.  The new budget is $16.5M includes construction cost escalation, additional site work, and adding 107 parking spaces at the Academic Building.

SE PA Regional Task Force:
The Pennsylvania Emergency Management Agency (PEMA) conducted an audit of FFY2013 to FFY2015 grants.  Two minor issues were identified; one related to the previous fiscal agency, Public Health Management Corporation, and one related to money not being deposited in a separate interest-bearing account.  Both issues will be corrected.

Voice Radio Project:
-Harris has completed 93% of mobile installs and 83% of control station installs.  Harris will have all installation efforts completed by 30 June.
-EF Johnson decommissioning has begun.  Channel 6 has been activated in the East/Central cell.  Two multi-band radios with Lancaster trunked programming have been deployed for beta testing and to verify programing settings prior to a larger deployment.
-We are 39 months (95%) into the 41 month Implementation Phase.  About 98% of the project implementation tasks have been completed.  So far we have spend $32,822,369 (73%) of the $45,000,000 total project budget.

New CAD System:
-The Computer Aided Dispatch System (CADS) and Mobile for Public Safety (MPS) have been placed in system freeze.  Train-the-Trainer sessions for County telecommunicators are underway.  Training for responders will take place in July and August. Sign-ups are available through the Training website.
-Installations for the Mobile Data project are on-going.  So far 450 of 655 (69%) have been installed.  MPS is being installed by County staff.  Mobile Data routers are being activated in advance of the MPS install, including agency-owned units.
-CAD and Mobile Data Cutover is targeted for 23 August 2016.

Public Safety Training Campus:
-Last month we hosted 2,647 people at 108 events in the Academic Building.  Last month we hosted 33 training sessions in the Tactical Village for a YTD total of 97.
-Facilities, Procurement and Manns Woodward are reviewing the received construction bids for the Law Enforcement Firing Range.

Southeastern PA Regional Task Force:
-Seventy turbo flare kits were issued to Fire Police with each agency receiving 12 LED flares.

Voice Radio Project:
-Harris has completed 76% of mobile installs and 45% of control station installs.  Harris will have all installation efforts completed by 30 June.
-EF Johnson decommissioning will begin after all Knox-box-equipped apparatus have their mobiles installed.
-We are 38 months (93%) into the 41 month Implementation Phase.  About 97% of the project implementation tasks have been completed.  So far we have spent $32,765,052 (73%) of the $45,000,000 total project budget.

New CAD System:
-All fire department response planning has been completed.  The New CAD has been placed in system freeze.  Mobile for Public Safety is expected to be placed in system freeze May 6.
-Installations for the Mobile Data project are ongoing.  So far 424 of 655 (65%) have been installed.  Network configuration is ongoing.
-CAD and Mobile Data Cutover is targeted for 23 August 2016

Public Safety Training Campus:
-Last month we hosted 2,792 people at 93 events in the Academic Building and hosted 32 training sessions in the Tactical Village
-Final construction bid for the LE Firing Range was released on 1 April.  Responses are due on 18 May.  DES, Facilities and Manns Woodward met with new members of the South Coatesville Borough Council to review the Firing Range design; they are excited to see this final phase completed.

SE PA Regional Task Force:
Confined space, collapse and water rescue equipment was distributed to Lionville, Fame, Longwood, Valley Forge and Berwyn Fire Companies.
