DES urges residents to use caution today
Chester
County Department of Emergency Services Urges Residents to use Caution Today
Powerful
Storms last evening caused many trees and power lines to come down
West
Chester, PA – Officials from the Chester County Department of Emergency
Services want residents to use caution when traveling today. Many roads are closed due to trees and power
wires being down and blocking the roads.
Currently there are 150 roads closed throughout Chester County and more
than 57,000 people without power.
Officials urge people to stay away from down or arching wires.
PECO
is reporting 56,528 residents and business are without power; PPL are reporting
136 customers without power. MetEd is
reporting that no customers without power.
Residents are urged to call their utility company to report power
outages and NOT to call 9-1-1; PECO
1-800-841-4141, PPL 1-800-342-5775, MetED 1-888-544-4877
Also,
residents should be aware that Verizon is currently experiencing a service
outage in Pennsylvania, New Jersey and Delaware. Calls made from Verizon cell phones to a
landline are receiving a busy signal, this includes calls to 9-1-1. Calls made from Verizon cell phones will only
work when dialing another Verizon cell phone customer.
In
an Emergency, if a Chester County Verizon customer cannot reach 9-1-1 by
calling, Text-to-9-1-1 is working.
Officials urge to try calling 9-1-1 first, if unable to reach, then use
the Text feature.
Residents
are reminded that if they have damage to their property they should contact
their municipality to report the damage.
Officials also remind residents when using generators, to keep them at
least 15 feet away from any structure and use with adequate ventilation around
the unit.
Due
to power outages, Chester County Government Offices at 313 W. Market Street and
the Justice Center, in West Chester, are closed today. The Chester County Government Services Center
on Westtown Road, West Chester, is opening at 10:30am.

Chester County DES launches new mass notification system
Today, Chester County Department of Emergency Services releases
its new mass notification system:
ReadyChesCo replaces ReadyNotifyPA (for the public). ReadyChesCo is
powered by Everbridge. This upgrade is part of a Southeast PA region-wide
change in software that has powered the system. Some of the enhancements
include:
ReadyChesCo.
- The ability to specify how you want to be contacted. Do
you prefer a telephone call before being text messaged? You control the order
in which you are notified.
- Automated weather alerts based on the addresses you
provide. If the Brandywine River is rising and going to flood but you don't
live anywhere near the Brandywine, you won't be notified. If a Severe
Thunderstorm is going to affect Tredyffrin but you live in Oxford, you won't be
warned. We will alert based on the US National Weather Service
Philadelphia/Mount Holly defined areas that will be affected. You can also set
"Quiet Hours" so you won't be alerted about non-life threatening
weather when you're sleeping or at work. But, don't worry, we'll still wake you
up if it's going to save your life.
- Better reliability in alerting. With the new system you'll
receive true SMS text messages. If you change carriers you'll still be alerted.
You'll only need to update the system if your phone number changes. You can
also save the address as a contact in your phone so you'll know it's important.
In the next few hours, you will receive a notification to go
get signed up.
Once we're launched,
we will be working with municipalities and other Chester County departments so
they can deliver non-emergency information about services and opportunities.
This system will really become an information hub for Chester County!

-Of the 27 tower sites we will be using, we have completed the legal and financial process of 26 sites and have released the sites to Harris for their work. The only outstanding site is King Ranch where we are awaiting a Building Permit to be issued. Nineteen of the 27 sites have been fully installed and brought online.
-The first delivery of radios from Harris has been received. More than 25 pallets of mobile radios have arrived and are in storage. More deliveries are expected throughout the next several weeks.
-Cutover is scheduled for 1 January 2016 with Final System Acceptance 21 April 2016.
New CAD System:
-Preliminary acceptance testing has begun on all applications, including Mobile for Public Safety. The majority of Service requests have been closed out.
-Knowledge Center interface and Push-to-Talk interface will be completed post-cutover so there is no schedule impact.
-The new agreed upon cutover date is September 2015 with final project completion estimated for May 2016.
Training Facility:
-More than 250 people attend the Tactical Village grand opening on 15 May. The only outstanding construction-related item in the Tactical Village is the control panels for the propane pumps, expected to be installed in July.
-DES, Facilities and Manns Woodward presented the proposed change in building design to South Coatesville Borough Council on 12 May. The Borough Council responded favorably and advised we did not have to go through a formal land development process. Manns Woodward continues to develop construction drawings, which are expected to be complete by August. Once drawings are complete, Facilities will be able to bid construction.

-The Executive Board me with the five Workgroups to prioritize spending for the FFY2015 Homeland Security Grant and the application was submitted to PEMA.
